To Increase Performance, Be Specific About What You Want

If you don't describe the performance you want, how can you hope to get it?  The employee won't know what's expected, because the employer hasn't defined it.

This is the classic problem of job descriptions.  They are too general and vague to offer the employee guidance on management's expectations.  Management can't use job descriptions as performance tools for the same reason.

Job Scorecards can be the solution, as long as you write the specific performance you want into the Outcomes.
